Celestina Nwabueze

Celestina Nwabueze is a Managing Associate in the firm's Government Business Practice and also works in the firm's Tax practice. She has deep knowledge in legislative and regulatory reforms, advisory and compliance, as well as tax advisory and negotiations. She has advised government agencies and international organisations including the CBN, NDIC, AMCON, NSIA, NDPC, World Bank, and United Nations.

She provided legal support to the World Bank Group's Digital Development Unit for Nigeria's national identification project, provided legal consultancy (financed by AfDB) to the Gambian Ministry of Finance on enterprise development fund regulation, and was a key member of the teams that drafted the Nigeria Data Protection Act, 2023, the Banks and Other Financial Institutions Act, 2020, the Foreign Exchange Bill, 2020, the Investments and Securities Act, 2025, and several other landmark bills. She also advised AMCON on implementation of new laws and deployed a case management portal for the corporation.

Celestina holds an LL.B (Hons) from the University of Nigeria, Nsukka, a B.L. from the Nigerian Law School, and an LL.M (International Tax) from New York University. She is a Certified Information Privacy Professional/Europe (CIPP/E) and a member of the Chartered Institute of Taxation Nigeria and the Nigerian Bar Association. She was ranked as a Rising Star in General Corporate Tax and Tax Controversy by International Tax Review 2024 and has contributed to "The International Investigations Review."
