Collins Okeke is a Partner and Head of the Governance Advisory Practice with nearly two decades of experience at the intersection of law, policy and governance in Nigeria. He advises government agencies, private sector clients, development institutions and international partners on regulatory frameworks, legislative reform and stakeholder engagement across Nigeria’s most commercially significant sectors, including energy, oil and gas, maritime, aviation and space industries.

He has contributed to policy and legislative advisory engagements that identified revenue opportunities exceeding N150 trillion for the Nigerian economy, including a Law and Development Project for the Federal Ministry of Justice identifying over 50 legislative proposals with the potential to generate N100 trillion in economic value and create more than four million jobs. His contributions to maritime sector reform advisory projected over N70 trillion in annual blue economy revenue potential, supporting ministerial‑level policy engagements. He has also provided advisory on aircraft acquisition and leasing transactions under the Cape Town Convention, the Fly Nigeria Bill, orbital slot management, spectrum rights and aerospace regulatory compliance. In energy, he contributed to legal opinion covering Nigeria’s electricity sector transition and the Nigeria Integrated Energy Plan 2025. He is also one of Nigeria’s leading environmental justice practitioners, having advised on Opara v. Shell, the Bille/Ogale proceedings, the Gbemre litigation and the Environmental Rights Bill (Sixth Alteration).

He holds an LL.B from the University of Abuja, a B.L. from the Nigerian Law School, Abuja, and an LL.M from the University of Lagos.
